Skip Tracing for Debt Collection in India: Find Untraceable Borrowers, Lawfully
When a borrower's phone goes dead and the address turns out to be empty, the account does not stop being recoverable — it stops being contactable. Skip tracing is how lenders get that contact back, using data they are permitted to use and conduct the RBI expects.
What is skip tracing?
Skip tracing is the process of locating a borrower who has "skipped" — become uncontactable through the phone numbers, email and address the lender holds. In Indian lending it covers everything from a personal loan customer who changed SIMs to an absconding business borrower who shut a shop and reopened under a new name.
The goal is narrow and practical: re-establish right-party contact so that the account can move back into a normal collections conversation. Skip tracing is not recovery in itself, and it is not a licence to pressure people around the borrower. Done well, it is a structured, logged and compliant search that starts with what the lender already knows and widens only as far as the law allows.
For NBFCs, banks and fintech lenders, skip accounts tend to accumulate quietly in mid and late DPD buckets. Because contactability decays quickly, the single biggest lever is timing — flagging skips early, while the trail is still fresh.
Why borrowers go untraceable
An untraceable borrower is rarely a mystery. Most skip cases fall into a handful of recognisable patterns, and each points to a different tracing route.
Number changed or SIM discontinued
The mobile number captured at onboarding is the single most common point of failure. Borrowers switch operators, drop a second SIM, or stop using the number once repayment stress begins.
Relocation for work
Migrant and salaried borrowers frequently move cities for jobs, especially in tier-2 and tier-3 markets. The address on file may be accurate on the day of disbursal and wrong six months later.
Deliberate avoidance
Some borrowers stop answering because they cannot pay and fear the conversation. These are often recoverable accounts once contact is re-established respectfully and a realistic plan is offered.
Business closure or shift
For MSME and trade-credit accounts, the shop or unit may have shut, moved premises, or been restructured under a new entity name.
Thin or poor-quality onboarding data
Digital-first journeys that captured one number and no references leave the lender with very little to work with when that single contact goes dark.
Data sources used lawfully for skip tracing in India
Every source below has a legitimate role — and a boundary. Under the Digital Personal Data Protection (DPDP) Act, 2023, personal data must be processed for a lawful purpose, limited to what is necessary, and handled with care for the borrower's rights. RBI's conduct expectations for lenders and recovery agents separately prohibit harassment and improper contact with third parties.
Application and onboarding records
Alternate numbers, email IDs, employer details, co-applicant and guarantor information, and the disbursal or delivery address. This is the first and lawful starting point because the borrower supplied it for the loan relationship.
References provided by the borrower
References can be contacted to ask for the borrower's current whereabouts. They must not be told about the debt, its amount, or pressured to pay — that line is where most complaints originate.
Credit bureau address and phone updates
Where the lender is a bureau member and the purpose is permitted, contact details reported by the borrower's other credit relationships can surface a newer number or address.
Account Aggregator, with consent
The Account Aggregator framework only shares financial data when the borrower has given explicit, purpose-bound consent. It is not a covert tracing channel; it is useful when a borrower re-engages and agrees to share data for a restructuring or settlement assessment.
GST and MCA records for businesses
For business borrowers, public GST registration details and MCA filings can show a changed principal place of business, new directors or a successor entity.
Field enquiries
A field executive visiting the last known address, workplace or business locality can often pick up a lead from a landlord, neighbour or employer — again, without disclosing the debt.
Social and public records
Publicly available information — business listings, professional profiles, public notices — can corroborate a lead. It should be used to locate, never to shame, tag or message the borrower's network.
The consent line, in plain terms
- Use data the borrower gave you for the loan relationship, and permitted bureau and public data, for the purpose of locating them.
- Use Account Aggregator data only with the borrower's explicit, purpose-specific consent — see our explainer on the Account Aggregator framework.
- Never disclose the debt to references, relatives, employers or neighbours, and never ask them to pay.
- Never contact people the borrower did not name in a way that shames, threatens or repeatedly disturbs them.
- Log every lookup and attempt, so the purpose and necessity of each data use can be shown later.

Digital vs field skip tracing
Digital skip tracing
Re-mines records, refreshes contact data and tries every lawful number and email at scale. It is fast, inexpensive per account and well suited to large retail portfolios where the borrower has simply changed numbers.
Its limit is the data itself: if every number on file is dead and no newer contact exists, digital routes run out. That is where AI calling across every alternate contact and messaging channels earn their keep before a visit is scheduled.
Field skip tracing
A trained field executive visits the last known residence, workplace or business locality and makes discreet enquiries. In tier-2 and tier-3 markets, local knowledge often produces a lead no database holds.
It costs more per account and demands strict conduct controls — geo-tagged visits, scripted enquiries, no disclosure of the debt. Read more on managing field collection agents in tier-2 and tier-3 India.
In practice the two are sequenced, not chosen between: digital first to clear the easy skips cheaply, field next for the accounts where only a physical enquiry will do.
Our skip tracing process
Within CARMA Recover, skip tracing is one stage of a single collections workflow — not a separate vendor handoff.
- 1
Flag the skip early
Accounts are tagged as skip candidates as soon as contactability fails across channels, rather than months later when the trail has gone cold.
- 2
Exhaust internal data
Every alternate number, reference, co-applicant and address on file is worked before anything external is used.
- 3
Lawful external enrichment
Permitted sources — bureau updates, public business registries, consented data — are used to generate fresh leads.
- 4
Digital re-contact
Each new lead is attempted through AI calling in 15+ Indian languages, WhatsApp, SMS and email, within permitted hours.
- 5
Field verification
Where digital re-contact fails, pan-India field teams verify the last known residence, workplace or business premises.
- 6
Handoff and resolution
Once contact is established, the account moves into the normal collections workflow — payment plan, settlement or, with your approval, legal escalation.
Types of skip tracing tools for debt collection
Rather than a single product, effective skip tracing draws on several categories of tools. This comparison is by category, so you can map it against what your team and debt collection software already cover.
| Tool category | What it does | Best for | Watch out for |
|---|---|---|---|
| Internal data enrichment | Re-mines the lender's own LOS/LMS records for alternate contacts, references and addresses | Every skip case — always the first step | Data quality depends on what was captured at origination |
| Bureau-based contact refresh | Surfaces newer phone numbers and addresses reported by other lenders | Retail and personal loan portfolios | Permitted purpose and bureau membership rules apply |
| Number validation & reachability | Checks whether numbers on file are active before agents dial | Cleaning large portfolios before a campaign | Reachable is not the same as right-party contact |
| Multi-channel outreach engine | Tries every lawful contact point across AI calling, WhatsApp, SMS and email | Converting found contacts into conversations at scale | Needs consent records and contact-hour controls |
| Business registry lookups | Uses public GST and MCA records to trace business borrowers | MSME, trade credit and supply chain finance | Records lag real-world changes |
| Field tracing & verification app | Assigns, geo-tags and logs physical enquiries at last known locations | Hard skips where digital routes are exhausted | Agent conduct and audit trail are critical |
Outcomes and handoff to collections
A skip case ends in one of a few states: right-party contact re-established, a verified new address, confirmation that the borrower has relocated beyond reach, or a documented trail showing every lawful avenue was exhausted. Each outcome is useful — even the last one, because it supports write-off, settlement or legal decisions with evidence.
When contact is re-established, the account returns to the standard collections path: a conversation about the dues, a payment plan or a settlement offer. If the borrower refuses to engage despite contact, CARMA Recover can route the account to legal escalation — such as Section 138, SARFAESI or arbitration where applicable — strictly with your explicit approval.
Compliance in skip tracing
- RBI Fair Practices Code and recovery agent guidelines: no intimidation, humiliation or harassment of borrowers, their family or references, and no intrusion on privacy.
- Contact hours: recovery calls and visits should be made only within the hours RBI permits, and the same discipline should apply to every channel.
- Third parties: references may be asked where the borrower is, but the debt must not be disclosed or discussed, and contact should not be repeated to the point of nuisance.
- DPDP Act 2023: process personal data for a lawful purpose, minimise what is used, keep it secure and be able to show why each data point was accessed.
- Audit trail: every lookup, call, message and visit is logged, so a borrower complaint or regulator query can be answered from records.
Skip tracing FAQs
What is skip tracing in debt collection?
Skip tracing is the process of locating a borrower who has become uncontactable — a disconnected phone, a vacated address, no response across channels — and re-establishing contact so the account can be resolved. It combines internal records, lawful external data and field verification.
Is skip tracing legal in India?
Yes, when it stays within RBI conduct rules and data protection law. Using data the borrower provided, permitted bureau information, public records and field enquiries is lawful. Disclosing the debt to third parties, harassing relatives or references, or using data beyond its permitted purpose is not.
Can we contact a borrower's references or family to trace them?
References provided at onboarding can be contacted to ask for the borrower's whereabouts. They should not be told about the loan or its amount, asked to pay, or contacted repeatedly. Contacting unrelated people the borrower never named is a common source of complaints.
How does the DPDP Act 2023 affect skip tracing?
The Digital Personal Data Protection Act, 2023 requires that personal data be processed for a lawful purpose, generally with consent or under a legitimate use, and limited to what is necessary. Lenders and their agents should document the purpose, minimise data use and keep records of what was accessed and why.
What are skip tracing tools for NBFCs?
They fall into categories: internal data enrichment, bureau contact refresh, number validation, multi-channel outreach engines, business registry lookups and field tracing apps. Most NBFCs need a combination rather than a single tool, with a clear audit trail across all of them.
How does CARMA Recover handle untraceable borrowers?
CARMA Recover combines skip tracing with the rest of the collections workflow: digital re-contact through AI calling and messaging, pan-India field teams for physical verification, and legal escalation with your explicit approval — on a success-fee, pay-on-recovery model.
